Nobody can predict when, where and how a new pandemic will occur and what virus will trigger it

Are the country's epidemic laws sufficient to take immediate countermeasures by overriding other laws to avoid long-term negotiations between political parties about what's right and what's wrong ?

 Are the Individual citizens aware of the responsibilities and obligations they have to protect their fellow citizens, their families and themselves

Is the state of the health system sufficient to slow down a Pandemy ?

Are there enough tools (fever measurement, respirators, hospital beds, disinfectants, etc.) available in sufficient numbers ?

Are the ministries, health authorities, public institutions, companies and the general public regularly informed of how to behave in the event of a Pandemy and who does not appear overnight ?

Who and what is most affected from an pandemic ?

Is the international law of the United Nations sufficient to support affected countries effectively?

Who and to what extent is to be blamed responsible for a Pandemy ?

Penalties to be judged and imposed
